Advisory Council

The council is made of up ETA representatives and members elected at the annual general meeting. The council advises on key industry trends and opportunities relevant to the User Group.

Current members of the council:

  • Chan Leng Sun


  • Leng Sun is admitted to practice in Malaysia, Singapore and England, having worked in all three jurisdictions. He has been a partner at Ang & Partners, Singapore since 1995. He acts as both counsel and arbitrator in commercial and shipping disputes. Leng Sun chairs the ADR Committee of the Singapore Law Society and the Education Committee of the Singapore Institute of Arbitrators (SIArb). He is a CIAC-SIAC Observer to the UNCITRAL Working Group on Arbitration. He also sits in the Legal Committee of the Singapore Shipping Association (SSA).

    Leng Sun taught shipping and international business transactions at the NUS Law Faculty for 3 years and served with the United Nations Compensation Commission in Geneva for 2 years.

    He was a Kuok Foundation scholar, an Honorary Shell scholar and a Pegasus Cambridge scholar. His publications have appeared in leading international journals such as Revue de l’Arbitrage, Lloyd’s Maritime and Commercial Law Quarterly, Asian International Arbitration Journal, Singapore Academy of Law Journal and the leading CISG database of Pace Law School. He is the Singapore country commentator for Tetley’s Marine Cargo Claims website.

  • Andrew Edge


  • Andrew is a partner in the corporate department of international law firm Ashurst LLP. Andrew graduated in law from the University of Birmingham and qualified as a solicitor in 1994.

    Andrew advises major multinational corporations on mergers and acquisitions, joint ventures and equity capital market fundraisings. He is currently based in London, but has also practised in Hong Kong (where he is a qualified Hong Kong solicitor) and Germany. Over the past three years, Andrew has also spent a great deal of time in Russia, where he acted on the largest domestic Russian M&A transactions in both 2006 and 2007.

    Andrew has significant experience of advising companies and joint ventures on the interpretation and drafting of their constitutional documents. Andrew was lead contributing editor to the International Corporate Legal Guide to Corporate Governance 2008.

    Chambers & Partners 2008 described Andrew as being "highly esteemed for his expertise and integrity".

  • John Hammond


  • John Hammond is currently Director, and joint Principal of the Ports and Logistics Division at IBC Strategic Ltd an emerging markets private equity house and consultancy firm that acts as a strategic advisor and provides a wide range of services to companies wishing to improve their business prospects at all stages of business development.

    With over 40 years of electronic commerce experience in logistics and supply chain management, he currently serves as on the E-Logistics group of the Hong Kong SAR Government LOGSCOUNCIL; as a Government appointed Non Executive Director of the DTTN Company (Digital Trade and Transportation Network Ltd) and of ‘LSCM’. The Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies under the HK Innovation and Technology Commission. Mr. Hammond is a Member of the Council of Supply Chain Management Professionals, and serves as an Advisory Board Member of LISA the Swiss based Localisation Industry Standards Association.

  • Dorothy Lim


  • Dorothy was part of the initial team that led the start-up of Bolero. She has over 23 years of highly entrepreneurial skills and knowledge in managing and developing businesses in the transport, logistics and financial supply chain industry, accompanied with a strong understanding of strategic marketing in business start up

  • Lim Seng Kwee


  • Seng Kwee is currently the Director, Global Customer Support/eCommerce of APL. He also holds the concurrent appointment as Director, Greater China/Asia Middle East/South Asia Customer Service and Director, China Relations. Seng Kwee has vast experience in the shipping industry in the Asia Pacific region and had served as the country MD in APL North China. He was Director of APL’s first Regional Administrative Center (RAC) in Shanghai, China that centralized APL’s documentation services. He had also served previously as the Honorary Trade Representative for Trade Development Board (Today’s IE S’pore) in Sydney. Seng Kwee holds a bachelor’s degree from the National University of Singapore and a shipping diploma from Norwegian Shipping Academy, Oslo.

  • Sarah Miller


  • Sarah is a barrister and a member of Stone Chambers, with 30 years’ experience of practice in commercial and maritime law including: marine insurance, international sale of goods, carriage of goods by sea, salvage, collisions at sea. She has an MSc in Business Administration from the London Business School. She was responsible for drafting the legal framework for Bolero International between 1997 -1999.

  • Nick Samson


  • Nick Sansom heads the Asian operations of a leading P&I Club and is based in Singapore. Previously he was the executive director of the Singapore Chamber of Maritime Arbitration, head for marine in Asia for insurance brokers Marsh and the head of the Singapore operations of Thomas Miller, managers of the UK P&I Club and TT Club. He graduated from the London School of Economics and started his career as a barrister before joining the London operations of Thomas Miller.

    He is a council members of the Singapore Shipping Association, chairman of its Legal and Insurance Committee, member of the Ship Insurance and Legal Committee of the Asian Shipowners Forum, member of the General Committee of the Singapore Chamber of Maritime Arbitration and president of the Maritime Law Association of Singapore.

    In the past he has been a member of various other industry bodies such as the BIMCO working groups on Multidoc and Combicon bills of lading, the FIATA juridical committee and its working group on the FIATA bill of lading, the International Road Union legal committee, and has been a regular speaker at insurance conferences. He is a contributing author of "Multimodal Transport - avoiding legal problems" LLP.

  • Tan Teik Guan


  • Teik Guan is currently the CEO & CTO of Data Security Systems Solutions. He has had many years of hands-on experience in designing and implementing data security solutions for many highly-sensitive projects including the Interbank RTGS Systems, Cheque Clearing Systems and strong authentication for several Internet banking and trading systems. Teik Guan is well-versed in the niche area of cryptographic security programming and integration, having developed numerous successful products such as authentication tokens, PKI CAs, smartcards (Javacard), HSMs. Teik Guan holds a MSc from the National University of Singapore.
